Western Power Pool is a non-profit organization that helps ensure power utilities in the West achieve maximum benefits from coordinated operations. The Senior Resource Adequacy Analyst will take ownership of complex compliance analysis supporting Western grid reliability and serve as a key technical contributor for the Western Resource Adequacy Program.
Responsibilities
- Lead and perform complex compliance evaluations, including capacity, deliverability, and resource accreditation analyses, while ensuring alignment with WRAP Tariff and Business Practice Manual requirements
- Act as a primary point of contact for program participants, translating requirements, communicating results, and driving issue resolution
- Develop and maintain analytical models and reporting tools, prepare materials for WRAP committees and leadership, collaborate across internal teams to ensure analytical consistency, and identify opportunities to improve processes, data quality, and participant experience
- Monitor industry developments, regulatory changes, and market trends that may materially impact WRAP requirements, resource adequacy frameworks, and regional reliability coordination, and assess potential program impacts
- Support WRAP Tariff and Business Practice Manual updates by providing analytical input, reviewing proposed changes, and helping translate requirements into operational processes
- Serve as a subject matter resource within the WRAP team by sharing technical expertise, providing informal mentorship to analysts, and supporting knowledge transfer across the program
- Contribute to continuous improvement initiatives by identifying opportunities to enhance analytical rigor, data quality, reporting effectiveness, and participant experience
- Represent the WRAP Forward Showing Program professionally in internal and external forums, demonstrating sound judgment, discretion, and an understanding of broader stakeholder and program impacts
Skills
- 5 - 7 years' experience in energy markets, resource adequacy, compliance, utility planning, settlements, or related analytical roles
- Strong understanding of capacity planning, reliability metrics, and compliance frameworks
- Experience owning analytical processes, data validation, and reporting activities
- Demonstrated ability to work with stakeholders and apply program rules or regulatory frameworks
- Strong stakeholder engagement and relationship management skills
- Advanced proficiency in Microsoft Excel (e.g. business intelligence and data refinement)
- Bachelor's degree in Engineering, Economics, Mathematics, Energy Systems, Business, or related field
- Experience supporting forward showing, capacity accreditation, or resource adequacy programs
- Deep familiarity with WRAP Tariff and Business Practice Manuals or similar regulatory and program governance frameworks
- Experience designing and maintaining dashboards, analytical models, and reporting tools using Power BI or similar platforms
- Experience with OATI tools (e.g., OASIS) and transmission service workflows
- Experience in energy industry nonprofit, ISO/RTO, or utility environments
- Exposure to front office, settlements, merchant transmission, or long-term resource planning
- Experience providing informal mentorship, guidance, or technical leadership to analysts or cross-functional team members
