GovCIO is currently hiring for an experienced technical Solutions Architect to support the DEAN product line within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This role is a fully remote position within the United States. Core office hours are 8am – 5pm ET.
Responsibilities
This position involves collaboration with business partners to develop strong business scenario understanding, creative problem solving for evolving business needs, and utilization of robust technologies to enable the veteran experience. Thought leadership and the ability to effectively influence and help guide our business partners is important to success. Partner with team members to design and implement robust solutions to meet the complex needs of the VA
Simplify the end-user experience, save end-users effort, and increase decision making capabilities
Deeply understand & define key business scenarios to meet emerging/evolving business needs
Help to evolve the vision and future state roadmap for our programs
Champion evangelization and education efforts for our solutions to increase reach and impact for the veteran
Develop Effective partnerships with other Product line and operational support organizations
Provide thought leadership for evolving the analytic capabilities/tools and modernizing our solution portfolio
Identify root causes of stalled dataflows and implement precise, effective remediation to restore optimal performance.
Showcase solution efforts inside and outside of your Product Line
Qualifications
Required Skills and Experience
Master's with 10+ years (or commensurate experience)
Ability to distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences
Healthcare solutioning experience serving as a technical lead, systems architect, or solutions architect, with the ability to drive solutions by partnering with technical leads at different levels.
Demonstrated entrepreneurial mindset, technical management experience, and strong critical thinking and problem-solving skills.
Excellent time management skills and ability to operate effectively in a dynamic, evolving environment
Proven ability to conduct technical assessments for applications, technology options, and solution approaches
Expertise in DevSecOps culture, and VA OIT or federal IT processes, measures, and tools aligned with OIT standards and strategic vision
Proficiency with JIRA, ServiceNow, and architecture modeling tools to build product solutions and complex solution diagrams, as well as industry-leading tools, technologies, and platforms (e.g., AI, PaaS, SaaS, COTS, GOTS, etc.).
Experience designing enterprise level technology solutions and developing future state architectures
Experience researching, documenting, and analyzing as is architectures for modernization efforts, future solutions, and technical assessments
Ability to identify opportunities to optimize processes, products, solutions, and dataflow, and to implement precise remediation steps by building solution architectures.
Demonstrated ability to solve problems and build solutions per OIT standards and roadmaps.
Works closely with enterprise architecture and other technical leads to architect integrated solutions.

Clearance Required: Must be able to obtain and maintain a Suitability/Public Trust clearance.
Preferred Skills and Experience
Senior technical lead, developer, or architect with 10+ years of experience in end-to-end, full-stack solution development using various technologies.
Previous technical lead or solution architecture experience with the Department of Veterans Affairs.
Understanding of VA systems, specifically the Health Portfolio, to support VHA's Office of Research and Development (ORD) customer, e.g., GenISIS, MVP Champion, Clinical Data Management, and CSP.
Builds and supports solutions around clinical research and partner organizations.
Strong understanding of industry-leading PaaS and SaaS architecture, guardrails, APIs, and best practices to build clinical research solutions, e.g., ServiceNow, Salesforce, MS Dynamics, Pega, Medidata, Oracle, REDCap, and research university platforms.
Knowledge of other VHA systems to support solution design and integration.
Experience developing or modernizing applications that manage sensitive health or Veteran-related data in compliance with federal security standards.
Experience designing or supporting systems with features such as:Data import from external or internal sources using enterprise-aligned APIs and integration platforms
Data export to Excel, PDF, SAS, Stata, R Statistical Software, or SPSS
Ad hoc report creation and custom query generation
Architecture views (system, integration, process flow, data flow, BPMN, environment, etc.) created using modeling tools such as SAXT, Cameo, draw.io, Mermaid, and Visio
Audit trails capturing user activity, exports, timestamps, and actions
Role-based user rights administration and access control
Advanced programming features including auto-validation, calculated fields, branching/skip logic, and data piping
Data queries and issue resolution workflows
System-level and application-level security controls such as SSL encryption, secure data center hosting, fine-grained permissions, record locking, and de-identification functions
Experience with security compliance of healthcare solutions and genomics data.
