The Agency HR Manager II serves as a Staffing and Recruitment Manager at the Department of Public Safety. This position ensures that the Recruitment and Selection Unit is providing maximum service delivery in a fair and consistent manner to all customers in DPS. The position is responsible for planning and coordinating all HR recruitment and staffing initiatives to include oversight of staff responsible for:
• Specialized/targeted recruitment initiatives, including attendance at hiring events and recruitment using online platforms such as Indeed and LinkedIn.
• Job posting, screening, job applicant referral as well as related training in these areas.
• DPS Internship Programs.
• Monitoring and changing security roles and processes in Workday.
• Running HR metrics reports.
• DPS Policy and Compliance including conducting PREA and Criminal Background checks in compliance with SBI standards
• DPS Policy and Compliance including HR Policy Compliance with policy changes made by OSHR.
• DPS Policy and Departmental compliance as it relates to standards set by the NC Criminal Justice Education and Training Standards Commission.
This position serves a key role in development and review of agency and procedures related to recruitment, staffing and talent management. The incumbent will evaluate problems, provide consultation, and determine the most appropriate actions for resolution. Programmatic changes may be finalized through consultation and collaboration with affected agency officials. This position is advisor to management on vacancy and turnover, recruitment difficulties, hiring timeframes by developing and implementing strategies to address these issues. The complexity of management issues, analytical requirements, consequences for error, and accountability has increased due to re-missioning of the division to be more strategic.
This position consults with all levels of management, employees, and applicants on a wide variety of policies and procedures. Consultations are usually complex issues that exceed the scope of an individual subordinate position or involve other sections or HR functional areas within DPS. This position must seek solutions to ensure consistency within the division and within Central HR operations, constantly evaluating for procedural improvements. Position works closely with executive staff providing consultation on a variety of personnel issues including special recruitment, initiatives, turnover issues, interpretation of recruitment and selection policies and procedures related to legal issues.. Position makes presentations to management as necessary and identifies measures, related HR data and strategies for problem solving complex situations.
This position will supervise staff both directly and indirectly consisting of HR Supervisors, Consultants and Technicians.

About the Recruitment and Selection Unit:
The Recruitment and Staffing Unit is responsible for managing and administering the recruitment program for all non-certified positions and temporary staffing services for the Department of Public Safety (DPS). The Operations Unit within Central HR provides HR services and support in the assigned areas to over 3500 permanent DPS employees 150 temporary employees, 10,000 National Guard members. The Division reviews, analyzes and provides consultation to DPS management on strategic recruitment and staffing needs to include training hiring managers, recruitment and posting of positions, applicant screening for qualified and not qualified and recruitment priority screening (RIF, Promotion, Veterans), applicant tracking, implementing special recruitment initiatives for difficult to recruit positions, coordinating and participating in hiring events and the DPS Internship program.

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 2 years of experience in an HR leadership position;
