Dutech Systems is seeking an experienced Senior Medicaid Data Architect to lead the design and optimization of enterprise data architecture solutions for Medicaid programs and healthcare operations. The role involves establishing data architecture standards, leading data-driven initiatives, and ensuring high-quality data assets for informed decision-making across the organization.
Responsibilities
- Develop and maintain enterprise data architecture strategies, standards, frameworks, and best practices
- Design and oversee large-scale Medicaid data warehouse solutions supporting claims, encounters, provider, member, and clinical assessment data
- Lead data architecture initiatives focused on data integration, data quality, metadata management, reference data management, and master data management (MDM)
- Define and document enterprise data models, data flows, business rules, data relationships, and governance processes
- Collaborate with business stakeholders, program leaders, analysts, and technical teams to align data solutions with organizational objectives
- Establish and monitor data quality standards, controls, and metrics to ensure data accuracy, consistency, and reliability
- Lead efforts to transform the organization into a data-driven culture by promoting data governance and data literacy practices
- Design and implement data acquisition strategies supporting data warehouse, MDM, and performance management systems
- Support reporting, analytics, business intelligence, and performance measurement initiatives
- Evaluate emerging data technologies and recommend solutions that improve scalability, efficiency, and governance
- Provide leadership and mentorship to data management, analytics, and architecture teams
- Ensure compliance with healthcare, Medicaid, and regulatory reporting requirements
- Collaborate with technical and non-technical stakeholders to communicate complex data concepts and solutions effectively
Skills
- 12+ years of experience in Data Architecture, Data Management, or Enterprise Information Management
- Extensive knowledge of data architecture principles, frameworks, standards, and best practices
- Strong experience with business processes, data flows, data relationships, data governance, and data quality management
- 10+ years of experience working with Medicaid data, including provider claims, encounters, member movements, and clinical assessment data
- 8+ years of experience designing, building, and maintaining Medicaid Data Warehouses
- 8+ years of experience with: Reference Data Management, Data Quality Management, Metadata Management, Enterprise Data Governance
- Experience leading enterprise data transformation initiatives and promoting a data-driven culture
- Excellent communication, presentation, analytical, and interpersonal skills
- Experience designing and implementing Master Data Management (MDM) solutions
- Experience with healthcare, public health, insurance, or government data environments
- Ability to work effectively with both technical and business stakeholders
- Bachelor's degree in Computer Science, Information Systems, Systems Engineering, or a related field
- Certified Data Management Professional (CDMP) certification preferred
- Experience with enterprise analytics, business intelligence, and performance management platforms
